The Central Services Division is responsible for the critical operations that ensure the agency functions effectively, efficiently, in support of its mission, and in compliance with state and federal requirements. This includes financial management such as budgeting, accounting, payroll, procurement, contracting, and federal grants administration, to ensure fiscal integrity and resource stewardship. The division also oversees information technology and database management, providing secure, innovative, reliable systems that support agency operations. Facilities and records management, risk management, and employee safety functions ensure a safe, organized and compliant workplace. Additionally, the division manages human resources, including strategic workforce planning, recruitment, classification and compensation, employee relations, leave administration, training, wellness programs, and personnel action processing.

WHAT YOU WILL BE DOING

You will lead the agency’s budget functions, overseeing development and execution of a complex, multi-fund budget and the fiscal administration of grant programs. In this role, you will serve as a strategic advisor to leadership on budgetary decisions. This role supervises professional staff, ensures resources are aligned with legislative direction and agency priorities, and represents the agency in budget matters with the Department of Administrative Services, legislative staff, and external partners to support sound and transparent budget operations.

This position is eligible for hybrid remote work, with a work schedule of 8:00 am – 5:00 pm, Monday – Friday. The incumbent will be expected to be physically at the central workplace located at 550 Capitol St. NE in Salem, Oregon, at least six (6) times per year. This includes attendance at pre-scheduled in-person all-staff meetings. The position may also be required to work at the central workplace on a more frequent basis without advance notice, specifically during legislative sessions.

  • Six years of supervision, management, or progressively related experience.

The most successful candidate will also have the following skills, experience, and background:

  • Extensive experience developing and managing complex public-sector budgets involving multiple funding sources (e.g., state funds, federal funds, grants, dedicated or restricted funds).
  • Advanced fiscal analysis and forecasting experience, development of financial projections, scenario modeling, budget-to-actual analysis, and risk identification across funding streams.
  • Experience serving as a strategic fiscal advisor to leadership, including preparing and delivering formal fiscal presentations or testimony to leadership, legislative bodies, advisory groups, and other external partner groups.
  • Supervisory experience leading professional budget, fiscal, or grants staff, including staff development, coaching, performance management, workload coordination, and fostering a collaborative and supportive team environment.
  • Experience administering or overseeing grant funding, including funding identification, application support, and financial reporting.

Qualifications What You'll Need: Knowledge of principles that relate to healthcare reimbursement systems and payor contracts. Superior aptitude in verbal and written communication. Possession of a high school diploma or proof of analogous education. Proficiency in analysis of large data sets through use of Hospital spreadsheet software (presently Microsoft Excel). At least three years of experience in payor contract analysis, hospital billing, professional billing, revenue integrity maintenance, or another healthcare revenue cycle role. At least two years of experience in use of Hospital electronic medical records (presently Epic). Possession, within six months after hire, of Epic Resolute Hospital Billing and Profession al Billing certifications. Demonstrated skill in analysis and documentation, as well as exacting and meticulous attention to detail, Possession of United States proof of citizenship or right to work in the United States. Possession of a driver license or analogous identification. Willingness to participate in Hospital orientation and educational in-service.
